There are five important things that wholesalers, distributors, and retail chain buyers need to consider to import remote control cars from China. These are HS classification, toy safety certification for your destination market, separate radio approval for the transmitter, UN38.3 documentation for the battery, and a compliant customs entry filing.
There are four layers of landed cost which are product price, freight, duty, and compliance testing. It is important to fill all the five otherwise, shipment can cost at the border.
Three regulated products in RC Cars:
A product that must follow certain government rules and safety requirements before it can be sold or imported is called regulated products. Every remote control car is three separate regulated projects.
1. A toy:
An RC car is a toy, so it must be safe for children. It must follow rules about things like small parts, chemicals, and fire safety.
2. A radio transmitter:
The remote sends signals to the car, usually using 2.4GHz. Because it uses radio signals, it must follow wireless communication rules.
3. A lithium battery product.
Many RC cars use lithium batteries. These batteries can be dangerous if not handled correctly, so they have special safety, packing, and shipping rules.
This is one of the most common mistakes JXC Model’s team see and now guide to our customers. A buyer gets the toy safety certificate and thinks everything is ready. But then, at the port, they find out that nobody got the radio approval.
The toy certificate does not cover the radio. They have different rules, different authorities, and different documents. The rest of the guide explains these three parts step by step.
What does it actually cost to import RC cars from China?
There are four layers of the cost which buyers should know. These are product price, ocean or air freight, import duty and taxes, and compliance testing.
US import duty on RC cars in 2026
American buyers have had a difficult eighteen months. The rates changed four times. Here is where they sit today,
| Layer | Rate |
| Base rate (HS heading 9503) | 0% |
| Section 301, List 4A | 7.50% |
| Section 301, forced labour action | 12.50% |
| Effective total | about 20% |
12.5% duty took effect on 24 July 2026 and replaced a temporary 10% surcharge that expired the same day. Second, the action carries exemption annexes, so check your exact tariff line in the Harmonized Tariff Schedule rather than assuming the rate applies to every product you buy.

EU and UK duty
Both countries charge import duty on HS code 9503. They also charge import VAT at the local rate. VAT is usually higher than the import duty. If your business is VAT registered, you can usually claim the VAT back.
Before you place an order, ask your broker to confirm the full 8- or 10-digit HS code. The first part of the code is the same, but the last digits can change. These last digits can change the tax rate.
Low-Value Shipping Rules Have Changed
These new rules are important which buyers who are planning to important remote control cars should know,
● United States: The $800 tax-free rule ended on 29 August 2025.
● European Union: The €150 duty-free rule ended on 1 July 2026. The EU now charges a temporary €3 duty for each HS6 product category, not for each package. This rule does not apply to VAT-registered B2B imports.
● United Kingdom: The £135 duty-free rule will end by March 2029 at the latest.
The old method of sending many small packages to avoid import duty does not work in most major markets anymore.
What Certifications Do RC Cars Need to Enter the United States?
RC cars need three important approvals to enter the US. One of these rules is very new.
1. CPSIA and ASTM F963
RC cars are children’s toys. So, they must meet US toy safety rules. A CPSC-approved lab must test the product. After testing, the importer or US manufacturer must issue a Children’s Product Certificate (CPC).
The main safety standard is ASTM F963-23. This standard became required on 20 April 2024. It replaced the older F963-17 standard. If a supplier gives you a test report for F963-17 for products made after 20 April 2024, the report may be too old. Always ask your supplier which version they used.
2. CPSC eFiling—New Rule
This is a new US import rule. Since 8 July 2026, importers must send certificate information electronically when they enter the goods into the US.
A paper certificate alone is no longer enough. The importer must send seven pieces of certificate information through the US Customs system.
Here are three important points:
● The rule applies to all shipment values, including small packages.
● The CPSC will first focus on about 600 product codes. Some of these codes cover children’s products.
● The rule will also apply to Foreign Trade Zone entries from 8 January 2027.
If you import RC cars into the US, ask your customs broker about this rule. Your broker can tell you what information you need to submit.
3. FCC Approval for the Remote
The RC car remote uses radio signals to control the car. Because it sends radio signals, it must follow FCC rules.
Most RC car transmitters need FCC Certification before companies can sell them in the US. A certified product gets an FCC ID. The FCC ID must appear on the product. Buyers need to ask supplier for the FCC ID number. They do not only ask for the FCC logo. You can search the FCC ID in the FCC database. This lets you check if the approval is real.

What Certifications Do RC Cars Need for the European Union?
The EU has strict rules for RC cars. These rules may also change. If you plan to sell RC cars in the EU, you should understand these rules early. This can help you avoid problems later.
What Rules Apply Today?
An RC car needs a CE mark before you can sell it in the EU. The CE mark shows that the product follows the required EU rules.
An RC car must meet several rules:
● Toy Safety Directive 2009/48/EC: This rule covers toy safety. Testing uses the EN 71 safety standards.
● Radio Equipment Directive (RED): This rule covers the radio system in the RC car and remote.
● EMC Directive: This rule checks that the RC car does not cause harmful electrical interference.
● RoHS: This rule limits certain harmful substances in electrical products.
● REACH: This rule controls certain chemicals used in products.
So, an RC car can have one CE mark, but several rules support that CE mark. The Radio Equipment Directive also covers radio-controlled toys. If a company does not follow these rules, authorities can fine the company, recall the product, or stop the company from selling it. These rules can apply to manufacturers, importers, and distributors.
The New Toy Safety Regulation and the Digital Product Passport
A new Toy Safety Regulation is called Regulation (EU) 2025/2509. It is created by Europeon Union. The rule started on 1 January 2026. Companies must follow it from 1 August 2030.
Before 2030, companies can follow the new rule or the old rule. Digital Product Passport (DPP) is the biggest change where every toy must have a Digital Product Passport. The passport must be easy to find. People can scan a code on the toy or its package to see it.
The Digital Product Passport replaces the paper Declaration of Conformity. Customs officers must check the passport before the toy enters the European Union.
The passport must stay available for 10 years. The year 2030 may seem far away. However, companies should prepare now. A digital product passport needs good product data. Suppliers must keep this information ready.
Buyers should ask suppliers if they are ready for the Digital Product Passport. A supplier that is ready today will be a better business partner in the future. You can read the full text on EUR-Lex.
Who is legally responsible?
The European Union requires a responsible person inside the EU. The importer must write their name and address on the toy or its package. Online stores must follow these rules. If a toy does not follow the rules, the online listing is illegal. Online marketplaces must remove or stop these illegal listings.

Can I use a CE certificate to sell RC cars in the UK?
Many people think the same toy rules apply everywhere, but that is not true. This mistake can cost a lot of money. Great Britain uses the UKCA mark for toy safety. If a toy needs testing by another company, a UK Approved Body must do the test. A company from the EU cannot do this test for the Great Britain market. You also need a UK Responsible Person.
Northern Ireland is different. It follows the EU toy safety system, so it uses the CE mark. If you sell toys in Great Britain, Northern Ireland, and the Republic of Ireland, you may need both the UKCA mark and the CE mark. You should also prepare two sets of documents instead of one. JXC holds UKCA certification. Current guidance is published on GOV.UK.

What do I need to import RC cars into Saudi Arabia and the GCC?
GCC countries have very strict toy import rules. Many shipments are delayed because the paperwork is not complete. Children’s toys must have the G-Mark. They must also have the GSO Conformity Tracking Symbol. This symbol includes a QR code. People can scan the QR code to check the product information. JXC already has GCC Mark certification.
Saudi Arabia has one more important rule. You need two certificates, not just one. The first is the Product Certificate of Conformity (PCoC). You get this certificate for the product, and it is valid for one year. The second is the Shipment Certificate of Conformity (SCoC). You need a new SCoC for every shipment you send. If you forget either certificate, your shipment may be delayed at the port.
Buyers routinely obtain the first, assume they are finished, and discover at the port that the second one is missing. The PCoC covers the product. The SCoC covers that specific container. You need a new one every time you ship.Details are on the SABER platform.
Arabic labeling
There is one more important rule. You must write all warnings, instructions, and safety information in Arabic. You should add the Arabic text before you start production. Do not wait until the toys arrive. If you add new labels at the destination, the process takes more time and costs more money.

Requirements for other markets
| What is required | Who has to hold it | |
| India | BIS ISI mark under the Toys Quality Control Order, tested to IS 9873 | The overseas factory, through FMCS |
| Australia / NZ | AS/NZS ISO 8124, RCM mark, ACMA registration | Importer |
| Canada | CCPSA and Toys Regulations SOR/2011-17 | Importer |
| Brazil | INMETRO certification under Toy Ordinance 302 | Certified through a Brazilian body |
| Japan | ST Mark, plus TELEC for the transmitter | Importer or brand owner |
| Russia / EAEU | EAC marking under TR CU 008 | Importer |
India has a different rule, so many buyers are surprised. In India, the factory in China must get the BIS licence. Because of this rule, the Indian importer cannot get the licence for the factory. This means only toys from a factory with a BIS licence can enter India.
The two requirements most importers miss
Radio approval does not transfer between countries.
Every country controls its own radio spectrum, and each one runs its own approval process:
| Market | Radio approval |
| United States | FCC Certification and FCC ID |
| European Union | RED, under the CE mark |
| Great Britain | UKCA |
| Japan | MIC / TELEC |
| India | WPC |
| Australia | ACMA |
One safety approval does not work in every country. For example, an FCC ID does not make a toy legal in Europe. In the same way, a CE mark does not make a toy legal in Japan.
So, if you want to sell your toy in a new country, you may need new testing. Because of this, you should check your supplier carefully before you place an order.
This is very important if Japan is part of your business plan. That is because MIC/TELEC approval for Japan is expensive, and many small factories do not have it. So, you should ask your supplier if they already have this approval.

Lithium batteries and the January 2026 air freight change
If you send toy samples or urgent orders by air, there is one important rule to remember. Since 1 January 2026, lithium-ion batteries must be charged to 30% or less before they can travel by air.
JXC batteries have passed the UN38.3 safety test. For example, one JXC battery is 3.7V, 300mAh, with a rating of only 1.11Wh. That is well below the 2.7Wh limit, so it meets the rule. However, bigger RC cars often use bigger batteries, so it is always a good idea to ask for the watt-hour (Wh) rating before you place your order. This helps you avoid surprises when it is time to ship your products.
Ask every supplier for the UN38.3 test summary. Your freight forwarder will need it before they accept the booking. Current rules are published by IATA.
How long does shipping take from China in 2026?
Shipping from China now takes longer than it did a few years ago. So, it is a good idea to plan extra time for order. Most ships going to Northern Europe now travel around the Cape of Good Hope instead of using the Suez Canal. Because of this, shipping usually takes 10 to 14 more days. Shipping to the US West Coast is usually faster, but shipping prices can change quickly. Some places do not have enough shipping containers. Some ships do not sail as planned. Because of this, shipment may arrive late.
Wholesalers should book shipment 3 to 4 weeks before need it. Buyers should ask the shipping company to confirm the shipping route in writing. They should not rely only on the delivery time. If delivery date is important, then it should add at least 2 extra weeks to the schedule. This extra time can help to avoid problems if shipment arrives late. Rate data is published weekly by Drewry.
How to Place Your First Order
Wholesalers, distributors, retailers, and toy brands should know who they are buying from before they place their first order. Some companies are factories, and some are trading companies. A trading company buys products from a factory and sells them to you. This is not always a bad thing, but you should know the difference.
You can ask a few simple questions. You can ask for the factory address. You can ask to see the factory on a video call. You can ask if the company holds the certifications in its own name. You can also ask if the company can change the product design and how much it will cost.
A real factory can answer these questions clearly. JXC has its own factory in Chenghai, Shantou, and its head office is in Shenzhen. JXC also makes its products in its own production facility.
MOQ, samples, and lead time
| Minimum order | From 1 set |
| Production lead time | 7 to 25 days, depending on order size |
| Sample fee | Varies by model |
| Payment methods | PayPal, T/T bank transfer |
Wholesalers, distributors, retailers, and toy brands can order from just one set at JXC. Many other factories ask buyers to order 500 to 1,000 units. This helps buyers test a new market or a new product with less risk. Buyers can start with a small order. They can check if the RC cars sell well.
Incoterms
FOB Shenzhen or FOB Yantian is a good choice for a first order. Buyers can choose their own shipping company. Buyers can see the real shipping cost. Buyers can also build a good relationship with their shipping partner. EXW gives buyers more work because they must handle export shipping. In CIF, the shipping cost in the product price is included, so buyers cannot easily compare prices.
Check the Goods Before Shipping
It is important that wholesalers should consider third-party inspection before the goods leave the factory. This inspection can help buyers avoid bigger issues later. The inspector should check the product quantity, packaging, labels, batteries, and product quality. The inspector should also check that the certification marks match the documents and test a few RC cars to make sure they work.

Do Not Forget Spare Parts
Many buyers forget to ask about spare parts before they place an order. This is a common mistake.
RC cars can break after people use them. A gear can break. A suspension arm can break. A servo can stop working. When this happens, customers ask the seller for help. If the seller cannot provide the spare part, the customer may lose trust in the brand.
Many retailers stop selling a brand because they cannot get spare parts. Buyers should ask if the supplier keeps spare parts in stock. Buyers should ask how long the parts will be available. Buyers should also ask how long a spare parts order takes and whether spare parts come with bulk orders.
What Changes on Your Second Order
The second order is just as important as the first one. Some buyers only check the first order, but they should also check the next orders.
Sometimes the first order looks the same as the sample, but later orders may be different. The factory may change some materials, and buyers may not notice the change.
Buyers can avoid this problem in a few simple ways. Buyers should keep one approved sample from the first order. Buyers should compare every new order with that sample. Buyers should write the material details in the purchase order. Buyers should also inspect the second and third orders before shipping, not only the first order.
Why RC car shipments get detained at customs
Customs can stop an RC car shipment for a few common reasons. Some buyers think the CE mark is enough for Great Britain, but Great Britain also needs the UKCA mark. Some RC cars do not have the correct approval for the radio controller because the toy and the radio follow different rules. Some RC cars copy the design of real cars without permission, so customs may stop these products.
Another common problem is the battery. If the battery has more than 30% charge during air shipping, the shipment may be delayed or refused. Shipments to Saudi Arabia also need the SASO Shipment Certificate. The product certificate alone is not enough because every shipment must have its own certificate.
Frequently asked questions
What certificates do RC cars need in the United States?
RC cars need toy safety testing, a Children’s Product Certificate (CPC), and FCC approval for the radio controller. Importers must also submit the certificate information when the products enter the US.
Can I use a CE certificate to sell RC cars in the UK?
No. Great Britain needs the UKCA mark. Northern Ireland accepts the CE mark because it follows EU rules.
How much import duty do I pay on RC cars from China?
The import duty depends on the country. In the US, importers pay about 20%. The amount in the United Kingdom and Europe is based on the product code and local taxes.
Are RC cars dangerous goods?
Yes. RC cars have lithium batteries, so they follow special shipping rules. Some batteries must have 30% charge or less for air shipping.
What is the minimum order quantity (MOQ)?
JXC accepts orders from just one set. Many other factories ask buyers to order 500 to 1,000 units.
